Old VC games, Wii U, corrupted issue on attempted transfer

I somehow have ran into something that scares me.

 

I have LOADS of VC games from when I was playing Wii for a while. Of course I want to be able to transfer them to my new Wii U I got at the beginning of the year.

 

A couple months ago I attempted a system transfer after hearing rumors that I would be able to download all the Wii U releases of the same games at a discounted price.

 

Here's what I'm scared of:

When I attempted the transfer, I got to the very end of the whole process, where I was transferring the information (finally) to the Wii U, and it suddenly said that the file was corrupted. That sounded strange, so I went back to my old Wii and tried to go to the Wii Shop channel to see if it would force an update or something. It did, but when it did, it said that some file system was corrupted.

 

Technicality stuff, I realize, but here's what I really want to know, and some observations.

 

When I go to my account page on say, Club Nintendo, I can actually SEE all of my registered VC games that I've bought throughout the past 6 years. It's quite a few. Right now it looks as if my Wii is bricked somehow to updating, and I can't perform a transfer.

 

Why can't the fact that my Nintendo account has all those games registered to my name be used as a pass to download the discounted priced new VC releases of the same name?

 

Right now, I'm looking at all of those games being inaccessible to me, unless I'm somehow able to get the 'rights' of all my purchased games to my new Wii U. I really don't want to pay full price for all those games I already owned again.
