Gamepad does not power on Wii U

I have a deluxe Wii U, and my gamepad will not power on the console when the system has been off more than a few minutes.

I have tried with the gamepad right next to the Wii U with no success. Starting the Wii U from the console, however, will power on the gamepad, and I have yet to have the gamepad refuse to turn the Wii U off. Wii remotes synced to the same Wii U are able to power on the system when the gamepad fails.

Any idea what is going on?
