Transfer eShop download from one Network ID to another on SAME console?

Here's the story. I just purchased a Wii U Zelda Edition console from another user. They used the included download code to download Windwaker HD to their console using their Nintendo Network ID (NNID) so the code is already tied to their account. Naturally, when I got the console home, I wanted to reset the system to default so I can start fresh and not have another user's information on there. I went to the eShop to see if I could redownload the game but it wanted me to purchase it, so I know it isn't just tied to the hardware.

 

I called Nintendo and explained the situation. The lady I spoke with looked up the console serial number and saw that the previous owner had his NNID and Windwaker download on there and could also now see my NNID registered on the console. She said I could have the owner of that download call Nintendo, verify his NNID, and then he can authorize Nintendo to transfer the game to my NNID. I passed this info on to the original owner and he called them to attempt this process. The person he talked to said we would have to create a new Mii, link his NNID to it, and then the game could be redownloaded from the eShop. Original owner's NNID would then need to stay on the console in order to keep the game on there. That's completely different than what the lady that I talked to said though. I don't want to keep his NNID on my system though...and if he ever gets another Wii U, he won't want his NNID on my system either.

 

Has anyone ever dealt with this and could you shed some light on this situation? Is there any hope for me getting this software title transferred to my name so I can download it? This is why digital downloads suck...no easy way to resell to other users later.
