Error Code 103-2002. Connected to router, not to Internet

So I've done all of the manual configuration stuff, which connects me with the router but not the Internet.

I kind of have a question about the IP address-- would 192.168.1.102 be 192.168.001.102 or 192.168.100.102? and when I add 10 to the last digits, it's 192.168.1.112 right?

Anyway, I've been frustrated with this connection problem all day. Any help?
