Is this a common issue?

I have problems with my gamepad, every time I open the browser the gamepad goes crazy and starts to activate the X button automatically,

when back to the menu it start to change screens automatically too and I can't even play my games and virtual console games and indies for the same problem. I have to use the classic controller to play some games. Anyone can answer is this is a common issue?
